NOC Letter Format from Employer: Visa, Passport, Studies and Part-time Work
An NOC from an employer is a signed letter on company letterhead saying the company has no objection to one specific thing you plan to do, such as foreign travel, a passport, higher studies or part-time work. It must name you, your employee ID and role, the exact purpose and dates, and carry an HR or management signature with the company seal.
An NOC (no objection certificate) from an employer is a short signed letter that says the company has no objection to one specific thing you plan to do: travel abroad, apply for a passport or visa, join a course, take up part-time work or move to another organisation. It names you, your role and employee ID, states the exact purpose and dates, and is signed by someone in HR or management on company letterhead.
This guide gives you ready formats for the most common cases in India, explains who actually needs one, and lists what makes an office reject an NOC.
What is an NOC letter from an employer?
An NOC is a letter in which your employer confirms it has no objection to a particular action of yours. It is not a reference, a character certificate or a release letter. It answers one question for a third party, such as a passport office, an embassy, a university or a new employer: "Does your current organisation mind?"
Because it answers one question, a good NOC is narrow. It names one purpose, one period and one person. A letter that says "we have no objection to anything" is useless to the office that asked for it.
When do you need an NOC from your employer?
You need one when the office you are dealing with asks for it, or when your employment terms say you must take permission first. The common cases in India are:
- Passport for government and PSU employees. The Passport Seva portal publishes an NOC format for employees of a ministry, department or office (titled Annexure 'G' on the portal). Private-sector employees do not usually need this.
- Visa applications. Many embassies ask for a letter from your employer confirming your job, salary, approved leave and that you will return. This is often called an NOC or a leave-approval letter.
- Higher studies while employed. Universities running part-time, distance or executive programmes often ask for an employer NOC so they know your company has agreed.
- A second job or freelance work. Many offer letters forbid outside work without written permission. An NOC is that permission in writing.
- Moving to another organisation. Government employees applying elsewhere usually need the department's NOC, and some private employers ask for one when hiring from a client or partner company.
- Bank or vehicle paperwork. Some lenders and RTOs ask for an employer letter, though most now accept salary slips and Form 16 instead.
Before you ask HR, read your offer or appointment letter. If it has a clause on outside work, travel or studies, the NOC needs to match that clause.
What should an employer NOC contain?
Every NOC, whatever the purpose, needs the same core details. Use this as a checklist before you accept the letter from HR.
| Part | What to write | Why it matters |
|---|---|---|
| Letterhead | Company name, address, CIN or registration number, phone and email | Shows the letter came from the company |
| Date and reference number | Date of issue and HR reference, if the company uses one | Offices check how recent the letter is |
| Addressee | "To whomsoever it may concern" or the exact office (for example, "The Visa Officer, Embassy of …") | Some offices insist on being named |
| Your details | Full name as on your ID, employee ID, designation, department, date of joining | Must match your passport or application |
| Purpose | One clear sentence: travel, passport, course, part-time work | The whole point of the letter |
| Period | Travel or leave dates, course duration, or "valid until" | Stops the letter being used for something else |
| Conditions | For example, "outside office hours" or "will rejoin on 5 January 2027" | Protects the company and reassures the reader |
| Signatory | Name, designation, signature, company seal, contact number or email | Lets the office verify the letter |
NOC format for visa and foreign travel
For travel, the letter has to show three things: you have a job, your leave is approved, and you are expected back. Embassies use it to judge whether you will return.

Include the salary line only if the embassy's checklist asks for it. If the company is paying for a business trip, say so and name the purpose of the visit instead.
NOC format for a passport (government and PSU employees)
Government, PSU and statutory-body employees should not draft their own wording. Download the NOC form from the Passport Seva portal, fill in your details and get it signed by the competent authority in your office. The form asks the office to confirm your identity and that it has no objection to you holding a passport.
Two practical points:
- Use the current form from the portal. The annexure letters have been renumbered over the years, and old copies passed around offices may not be accepted.
- Check whether your office instead issues an Identity Certificate, which some applicants use in place of the NOC. The portal explains which one fits your case.
Private employees who apply for a passport do not normally need anything from their employer. If an agent tells you otherwise, check the document list on the Passport Seva site yourself.

The Admissions Office
[University or institute name]Subject: No objection certificate for Mr. Rahul Verma
This is to certify that Mr. Rahul Verma, Employee ID 2291, is working with [Company Name] as Software Engineer since 3 August 2024.
The company has no objection to him enrolling in the [programme name], a [weekend / online / part-time] programme running from [month year] to [month year]. We understand classes are held [timings], which do not clash with his working hours.
This certificate does not change his terms of employment.
[Name, designation, signature, seal]
If the course is full-time and you need study leave, the letter should say how long the leave is and whether it is paid. That is a bigger request, and HR may need management approval first.
NOC format for part-time or freelance work
Read your offer letter first. Many IT and services companies ban outside work outright, and an NOC will not be given. Where it is allowed, the letter should be specific about what you may do.

How to ask HR for an NOC
Ask by email, so there is a record, and make it easy for HR to say yes. Send a draft.
- Write to your manager and HR together, with the subject "Request for NOC: [purpose]".
- In two or three lines, say what you need it for, the dates, and who it should be addressed to.
- Attach a draft using one of the formats above, with your details filled in.
- Attach anything that supports it: approved leave, the university's admission letter, or the embassy's checklist.
- Give them time. A week is fair; ask for a date if you have a deadline.
The same habits help with your leave application. Approved leave is often the first thing an embassy looks for alongside the NOC.
Why does an office reject an NOC?
Most rejections come from small mismatches, not from the company's wording. Check these before you submit:
- Your name is spelt differently from your passport or application.
- The dates in the NOC do not match your tickets, leave or course dates.
- The letter is not on letterhead, or has no seal, signature or signatory name.
- The signatory has no contact details, so the office cannot verify it.
- The letter is too old for the office's rules.
- The purpose is vague ("for official purposes") instead of specific.
NOC vs relieving letter vs experience letter
These three are often confused. The difference is timing and purpose.
| Letter | When you get it | What it says |
|---|---|---|
| NOC | While you still work there | The company has no objection to one specific action |
| Relieving letter | On your last working day | You have been relieved of your duties and have left |
| Experience letter | When you leave, sometimes later | Your role, dates and sometimes your conduct |
If you are leaving the company, you need the other two. See the relieving letter format and the experience letter format, and start with a proper resignation letter. A new employer checks these during background verification, not the NOC.
Frequently asked questions
Does a private company employee need an NOC for a passport?
Usually not. The NOC forms on the Passport Seva portal are written for government, PSU and statutory-body employees. A private employee applies like any other citizen with the normal proof of address and date of birth.
Who signs an NOC from an employer?
Someone with authority to speak for the company: usually the HR head, a manager in the HR or admin team, or a director. It should carry their name, designation, signature and the company seal or letterhead.
How long is an employer NOC valid?
The letter itself has no fixed legal validity. Many receiving offices treat a letter older than a few months as stale, so ask for it close to the date you need it and check what the office asking for it accepts.
Can I write the NOC myself and get it signed?
Yes. Many HR teams prefer that you send a draft with the purpose, dates and your details filled in. They check it, put it on letterhead and sign it.
Is an NOC the same as a relieving letter?
No. A relieving letter confirms you have left the company. An NOC says the company has no objection to something specific while you still work there, such as travel, a passport, higher studies or a second job.
