Age limit: the 21-32 rule and how it is counted
A candidate must be at least 21 and not yet 32 on 1 August 2026. In practice, that means your date of birth must fall between 2 August 1994 and 1 August 2005 (both calculations as stated in the notification). UPSC accepts only the date of birth recorded in your Matriculation or equivalent certificate - no affidavit, horoscope or municipal record is accepted, and once submitted, the date can never be changed in future applications either.
Age relaxation by category
The upper age limit of 32 relaxes as follows: five years for SC and ST candidates, three years for OBC candidates eligible for reservation, five years for ex-servicemen with at least five years of military service, and ten years for Persons with Benchmark Disabilities. Defence personnel disabled in operations get three years. If you fall in two categories, relaxations combine where the rules allow - but the notification states the age limits can in no case be relaxed beyond these provisions.
Number of attempts, category-wise
General and EWS candidates get six attempts, OBC candidates get nine, and SC/ST candidates have no attempt limit as long as they stay within the age band. PwBD candidates get nine attempts, and PwBD candidates from SC/ST categories are unlimited. Two details catch people out: appearing in even one paper of Prelims counts as a full attempt, and merely applying without appearing does not.
Educational qualification: what counts and what does not
You need a graduate degree from a university recognised by an Act of Parliament or State Legislature, or a deemed university under the UGC Act. Any discipline works - there is no minimum percentage. Professional and technical qualifications recognised by the government as equivalent to a degree also count. If you are in your final year, you can sit for Prelims provisionally, but you must produce proof of passing before the Mains stage deadlines in the rules. MBBS graduates who have passed the final exam but not completed internship are admitted provisionally with a certificate.
Nationality rules
For IAS, IFS and IPS, you must be a citizen of India - no exceptions. For the remaining services (IRS, IAAS, railway and other Group A and B services), subjects of Nepal and Bhutan, Tibetan refugees who came before 1 January 1962, and persons of Indian origin who migrated from specified countries with the intention of permanent settlement are also eligible, subject to a government eligibility certificate where applicable.
What the 2026 cycle looks like
CSE 2026 will fill approximately 933 vacancies, of which 33 are reserved for PwBD candidates. Applications closed on 24 February 2026 and Prelims is scheduled for 24 May 2026. Roughly twelve to thirteen times the vacancy count is admitted to Mains, and about twice the vacancies reach the Personality Test, which carries 275 marks. If you missed this cycle, the eligibility rules are the checklist to lock in now so the next notification finds you ready. For a different uniformed route with its own age and attempt rules, see the SSC GD Constable eligibility guide, and if you are weighing this against private-sector options, government job vs private job lays out the trade-offs.
Frequently asked questions
Can a final-year student apply for UPSC CSE 2026?
Yes. Candidates who have appeared at or intend to appear at the qualifying degree exam can sit for Prelims provisionally. You must produce proof of passing within the time limit in the CSE rules before the Interview stage, or the candidature is cancelled.
Is there any minimum percentage in graduation for UPSC?
No. The notification requires only a passing graduate degree from a recognised university. Your graduation percentage does not appear anywhere in the eligibility criteria.
Does filling the form but skipping the exam count as an attempt?
No. An attempt counts only when you actually appear in at least one paper of the Preliminary Examination. Applying and staying absent costs you nothing.
Can OBC candidates in the creamy layer claim age relaxation?
No. The three-year OBC relaxation applies only to candidates eligible for reservation, which excludes the creamy layer. Creamy-layer OBC candidates are treated as General for both age and attempts.
